Did the law recently revert back to landlord giving tenant 60 days notice to vacate rather than 30 days?

I presume you are speaking of situations where the landlord wishes to terminate the tenancy for reasons other than a violation of the lease. In those cases, the landlord can give a 3-day notice to comply or quit. In most other cases, the landlord must give at least 30 days notice under Civil Code 1946. Local laws such as rent control ordinances might require more notice.
