Legal Question in Landlord & Tenant Law in California

I'd like to know what civil code 827 consist of? We rent & were told we would have to start paying a portion of water used in common areas. We pay our water bill separately already & would like to know if this is legal. It's not in our lease. start paying a portion

That section deals with increasing rent. It does not deal with utilities.
