Flood damaged the floor: HOA fault

Due to the common area sewage blockage the flood ruined our floor one week ago. The water is still standing under the laminate.

What should I do to bring the HOA to the small claims court?

Should I remove the floor to mitigate the possible mold problem?

Please advise,

Call your local housing, or building, inspector. Their report is important, as well as answering your mold queries.

About once a week I am asked an HOA question.

They are very difficult to beat, almost impossible. The law has permitted them to become their own little nations, somewhat similar to Native American reservations. They have their own laws, and their own "police forces".

Read your CCR's, and you'll find that you can probably fight the HOA from within, at monthly meetings.
