Legal Question in Landlord & Tenant Law in California

My friend wants to have a roommate in order to stay in the area and afford her apartment. Her landlord has told that if she gets a roommate she will increase her rent because she would be cheating the owner money he could otherwise make. My friend has a lease sign by her alone. can a landlord arbitrarily raise a tenant's rent if the tenant gets a roommate to help with the rental costs?

Probably yes. If the lease is like most leases it lists the authorized occupants and limits guests as to number and/or amount of time visiting. If your friend wants to modify the lease, the landlord is entitled to renegotiate the rent as a condition of renegotiating the authorized occupants.
