landlord refused rent check and issued 3 day pay or quit notice taped to door

I paid my rental fee in full and partial payment of water bill due to disputed charges not credited. My landlord refused the check even through it was paid by due date and now stated my rent is late then taped a 3 day pay or quit notice to my door. I issued them a letter that I would be paying my rent in full and part of the water charges minus the disputed overcharges what are my rights and is a taped notice which could easily blow away sufficient notice served. I have never received my check back and they are crediting the water bill and then leaving my rent in the negetive even through my check clearly stated rent paid in full then water,sewer, trash minus disputed charges is that legal

It is proper to tape the paper to the front door if that's your main entrance, and to mail a copy to you. Whether the notice is appropriate is another question. From what you say, you paid your rent on time and disputed your water bill. It probably would be wiser to issue two checks, one for rent and one for the utilities. You might do so within the three days and stop payment on the other check if there's still time.
