landlord may be retaliating

landlord would not make repairs to house we rent, she always replied ''no money'' we gave her plenty of time after we notified her on 3 seperat occasions.Finally we had to have the city inspector come out and he wrote her up for several violations.now, several weeks later we get a 60 day notice to vacate. we pay our rent on time and we also have made improvements(major)to this house with our own money. i believe retaliation may be the motive here. can you advise my next move and any other info. thank you so much
