Legal Question in Landlord & Tenant Law in California

Landlord going to shut off utilities!

Is it legal for the landlord to shut off my cable, phone, or electricity which is included in the rent? I am not able to pay my rent for this month and received a written notice for 3-day pay or quit. I have no way of moving out in 3 days so she told me she'll shut off the electricity! HELP!
