Is it legal in CA for a landlord to change the locks and charge the tenant after move-out if the landlord has the keys?

Yes, if the landlord has any reason to be concerned that the tenant kept any copies of the keys. The landlord can't rent a property to a new tenant when the old tenant may have keys to the place.
