Legal Question in Landlord & Tenant Law in California

I live in a 55 and older Chispa apt. My 85 year old mother recently diagnosed with cancer had surgery. I wanted to move my mother in with me as she now requires care. My mother may not live past six months. I was told that I could make up to $44,000 a year and still live here. ( I only made $12,000 last year.) My mother and mine income total was $39,000. I was told I could not add her to lease for she herself made to much. I would be evicted if I add her. If I was forced to move and my mother should pass away I would never be able to pay $1500 a month which is the lowest for a two bedroom apartment in my area. Can I appeal this issue? If her and I are still under the maximum of what a household could earn I see no problem but Chispa does.

I have no idea what "Chispa" is. However, something is not right here. You should see a housing rights lawyer to have your lease reviewed and appropriate action taken.
