Legal Question in Landlord & Tenant Law in California

I live in down stairs unit. I had to call the firedepartment one night because the light fixture in my kitchen had water dripping and was retaining water in the light cover. I had noticed it earlier about 7 pm but thought my grandson had dropped water. Then the lights went out in the kitchen and the lights in the bathroom vanity flickered. I was afraid that it would cause a fire. When I called the managers office no avaiable phone was given but was insturcted to contact an answering service. The said they would send some one if possible. The management has had problems keeping managers who live on the site. The fire department did come and seen the water leaking and the water that had accumulated in the fixture. They went up stairs to the unit abouve me and found so signs of water spilss or leaks. But cane down stairs and let me know of what they had seen. One there were more pwople in the unit than there was suppose to be on the lease, which is another problem I have had noise nuisance. The next day the supervising manager came to my house reallyl upset with me because I had called the fire department, started accusing me of calling for no reason because the site manager and maintenace man found no water in my light fixture at 9 am the next day. They had also gone to the upstairs unit to check it out and the ocupant had denied knowing anything about it. They found nothing. So the supervisor accused me of unwarrented complaints and so loud that every one could hear and the upstairs unit as well. She accused me of having a history of complaints in my file and was letting me know that I was not happy at the complex and I should look for sonewhere else to live. She would release me of my lease, because she did not want me here. I have made complaints about these people and I have been in contact with the sheriff's department about the smells and fumes we inhale at the hours that management is not on the property. I had also called the sheriff because they were vandalising the fence earlier that week. This complex has had it's share or drug problems since the new onwners bought it. Before then I had no complaints about any neighbor. I am not the only one who has issues with tenants that are complaind about and the management does not act on those complaints unitll they are caught ny accident of their malicious acts and months of the same complaints before they do anything at atll. The people above me are pros at hide and seek with the police when ever they hear sirens of aircraft they hide and turn off all vibrating systems off. There are onlyl suppose to be 3 people there but the firemen saw quite a group there the night they went in and those same people had a fire a month prior to this incident which we had smoke at our unit and they did not call fire department I had to call for fear of the smells we have had to inhale and I have had some neighbors come in and smell and hear the sounds of vibrations and they run the airconditioner at the same time have the windows open. This I have related to management, but they do not act on it except for go in on inspections which have to give them prior notice like everyone else. We hear then putting stuff away in cubbards closets and dragging stuff prior to inspection. The supervisor did not want to hear any thing nor did she appaulogize for accusing me of unwarrentd reports because during the inspection of the light fixture taken completely apart the maintenace person did find water and at the same time the woman from upstairs came to my front door to tell supervisor that they had found a leak under the sink in her kitchen. But the smell of cigaretts were all over my house from that water that had been dripping on to my kitchen rug and it lasted 2 days and of course no management around. So my neighbor had to witness all of these things and supervisor is upset with the neighbor now. If they could only catch them at the source of dealing the sheriff said it is the only way or management has to due their part. Now the only manager that was trying to do something about it is gone. And one more manager came in for 2 days and quiet, she said she was going to clean up the complex and gone as she did't even upack her furniture. There was a drug bust not to long ago and these people above me stalk us from room to room and wait for us to go to sleep so they can do thier thing and bring people into their unit late at night. They watch all of the tenants going and coming as I can hear them everyday at the windows and come out to see who visits me at night or day. And even listen to the sheriffs advising me as to what I can do while other sheriff watched them come out side to hear to the conversation and he motioned the sheriff speaking to me that they were listening. I am not able to move from here I am retired and only getting 696 a month and on sect 8 lease I do not have a car and have access to tramsportation and shopping across the street. So I have to live here. But I would llike to know what my rights are about this supervisor who came in and slandered my reputation for all the world to hear what was in my personal file infromt of maintance person, the new manager, and those drug addicts upstairs, and my grandson who I have tried to protect and keep him away from drugs and has not missed a day in school last . But these people came in and they are being picked up by county vans for school. If they attend school at all. But the humiliation casuse me alot of disgrace and after finding out about the real leak they supervisor just turned around and marched out the door and waving her hand to me tell me I would be getting a letter from her soon. Please could you advise me of what rights I would at this point have. ThankYou.
