Legal Question in Landlord & Tenant Law in California

I've lived in my current apartment for 14 years. The landlord now wants to raise my security deposit by $650. Are they allowed to do that?

They are allowed to do that if: 1) It would not increase the total deposit held to more than 2 months' of your current rent; AND 2) it is only done at the expiration and renewal of a lease, or with 60-days notice if you are on a month-to-month tenancy.
