i have been living in a rv park for 3 years with my 2 cats, they go in & out today got a letter from the office stating if they are caught outside they will trap them & haul them off is that legal

What they can and cannot do largely depends upon the rules. Arguably, the letter indicating that they will begin trapping and removing cats not under the owner's control is a notice of change of terms. There are specific provisions in the "Special Occupancy Park" laws governing how the landlord must go about changing the rules. First, read the existing rules - if they indicate that all pets must be on leashes and/or under control of their owner, then the park owner already has the right to do this. Alternatively, if he is changing the formal rules, this probably doesn't comply with the requirements of the Code, but all he has to do is comply with those rules, and he can trap and remove animals wandering in the park not under control.
