Legal Question in Landlord & Tenant Law in California

One of my former neighbors at the apartment I am trying to recover my security from tells me they replaced that carpet they charged me $1250 for with hard wood floors! I now would like to recover that amount.. They literally stole that money. Do I have a case here? Thanks

Only if they charged you more than it would have cost to replace the carpet with carpet.

I think it depends upon why and when they decided to make the change. If you had damaged the capet so much that it had to be replaced, then you would owe the cost of a new carpet [assumes costs less than the hardwood floor]. If they planned to put in new flooring before they saw what the carpet looked like, then you may have caused damage to something that had no value after you moved out so they may have no damages.
