Am I required by law to obtain a certificate of occupancy to rent bedrooms in my owner occupied home?

Certificate of occupancy is completely unrelated to your situation, unless your home is new construction. Certificate of occupancy is part of the permit/inspection process that declares new construction sufficiently complete that the new structure can be occupied.
