Legal Question in Landlord & Tenant Law in California

My stepdad is always making my life a living hell. I live in a small room in the back house. Outside of my room is his storage area so I have to climb my way through piles of his things just to get in and out. He also removed the door knob and the light switch in this house for no apparent reason. Everyday before he leaves to work, he cuts off the water supply to the washing machine so that I won't use it. Every night he locks every door in the house locking me out completely. He refuses to open the door for me so I have to jump the fence everyday. My stepdad pays for everything in this house because my mom lost her job and has to take care of my little sisters, including the youngest one who has epilepsy. However, the house is under my mom's name and she is also tired of all he is doing. Is there anything we can do about this. We would really appreciate some answers.
