Does the time period after a "post and mail" of a notice to vacate begin after the notice is received in the mail, or after the postmark date for the mailing?

It should begin the day after you received it, unless you were out of town, avoided going to yuor mail box, etc, in whuich case it would be the day after it reached your mail box. otherwise, the notice could be mailed late Saturday before a Monday holiday and then the time to respond to a three day notice would run the day after you received it, which might mean if you get late afternoon postal delievery you would have only a few hours to respond.
