Legal Question in Medical Malpractice in California

Hello I was hoping to get a professional opinion on whether or not my mother has a case worth fighting for. I am going to try to keep this story brief but there is a lot to it. A year and a half ago my mother went to Kaiser in Pleasanton regarding heavy menstrual bleeding, at that time the Dr. prescribed my 49 year old mother a double dose of daily birth control pills to take at the same time. Soon after my healthy mom started having trouble breathing, chest pain and delayed speech. She went to the ER and found that she had 2 blood clots in her main artery one almost made it right to the heart which would have caused a heart attack or death. These blood clots were results of the high levels of birth control prescribed to a woman in her upper 40s with history of high blood pressure. A double dose of birth control should never been the answer to her problem. A year later she still has these clots that are constantly being monitored with cat scans that cost her 500$ just as a co-pay not to mention the unnecessary radiation. She is in serious medical debt, she has to get cat scans every 6 months with so many dr appointments. I am hoping someone can help my mom, I believe this birth control was miss used and in result has caused my middle class family to be in serious debt. The least they could do is pay medical bills until she is blood clot free.
