Legal Question in Personal Injury in California

I bought an item from an online website, it was mailed with USPS "Delivery Confirmation".

The USPS Delivery Confirmation website states it was delivered, however it was not.

Now, some employees of USPS are telling me that it is my fault because I didn't get insurance for my item. Even though my item was mailed using "Delivery Confirmation" and also that even though the USPS states it was delivered when it was not, I am being told that I am at loss and that it is my OWN fault for that I am at complete loss because I did not insure my item.

Now while I understand that mail can get lost in the system, I do not understand how it could be mine, the item sender, or anyone else other than the USPS fault for the USPS deceitfully stating that they had delivered my item to me when they had not. I further don't understand how the USPS can claim that the USPS are not at fault for retribution for claiming that my item was delivered whilst it wasn't

This happened over a month ago, and still no answers to my complaint.

What are my options?
