Legal Question in Personal Injury in California

My car was parked in a parking lot and a car drove staight into it. The driver (dad) was not the registered owner of the car nor did they have insurance. The registered owner of the car is the driver's son. The driver has been trying to pay me back for the car rental however I have not had any luck with collecting it. Can I go after the registered car owner and try to collect what is owed to me?
