Legal Question in Personal Injury in California

While at the dog park my friend was throwing a ball for her dog with a chuck-it when another dog came into the park and ran into her in an attempt to snatch the chuck-it out of her hand and knocked her down. She couldn't get up on her own and was helped to her car. She is in a lot of pain and went to the doctors, they told her she has 3 torn meniscus. They gave her a knee brace and crutches and she now attends physical therapy because she can't afford a surgery to fix the tears. Could she sue the owner of the dog who knocked her down and have any chance at being compensated for her injuries?
