most of the time, when a personal injury case is settled for a minor, the Court orders the money into a blocked trust account.

Without knowing the specifics, most of the time the money is available to the minor upon attaining an adult age usually 18. In your husband's situation, it sounds as if the settlement was more structured, so it is difficult to answer without knowing all the circumstances.

Best advice is to find the attorney who set the blocked trust or petition the Court to release the funds.
