who do you sue if your car got damaged while parking in a bank's parking lot? (no idea who did it)

The person driving the car that did it, if you can find them (bank may have security cameras). Otherwise, unless the bank did something wrong, you are out of luck. Property owners are liable for unsafe conditions that cause accidents, and/or for their employees doing something wrong. They aren't responsible for what happens between two other people when neither the property owner nor any of their agents or employees has done anything negligent or wrong.
