Legal Question in Real Estate Law in California

The builder removed shingles on three of the four second story walls without disclosure compared to the model and every other home built to date when we signed. What law does this bait and switch violate?

Rather than a statutory violation, this looks like a breach of contract. Mosh breach of contract law is based on centuries of court decisions. There may be some statutes that require a builder to adhere to the model's appearance and specifications too, but I would think this should be prepared as a breach of your contract with the builder......and obviously, you'll need to review the terms of the contract very carefully, to see what the builder was obligated to provide.
