is income from an inheired property, when filed as joint income on state and federal taxes concidered community property durring a devorce?

Inherited property is separate property. It may however, become community property by the conduct of the parties. If income from separate property is commingled with community property it can become community property. You should consult with an attorney as the particular facts of your case need to be reviewed.
