New Landlord with a new rental agreemant

I'm a new owner for 4 units (less than 2 weeks) . The old landlord rais the rent about 3% less than a year. All units about 25% to 35% less than the market for this area (it is not rental control).

I was told that I can change the rent on the new agreement with more than 10% less than 60 days.

If the tenants are month-to-month, you need to give 30 days notice for increases of 10% or less and 60 days notice for increases exceeding 10%. There is a twelve-month look-back period and all increases withing the past 12 months are added to the proposed increase; therefore for the time being you need to give 30 days notice for an additional 7% increase and 60 days notice for anything over that. See Civil Code section 827.
