What's missing from your story is the real reason why you didn't register (or insure) the bike. Anyway, you can take the seller to court for a court order that he delivers you the bike, in return for your paying the impound fees and other expenses. If the amount involved is within the limits of small claims court, you can go to small claims court.

Sounds to me like the matter is within the money limits and subject-matter jurisdiction of the Small Clamis Court. Get a copy of the Nolo Press book "Everybody's Guide to Small Claims Court in California" by attorney Ralph Warner and read up on how to prepare and file a claim that's within small-claims limits as to dollar amount ($7,500) and subject-matter jurisdiction.
