Can a person residing in the state of California be on more than one lease at a time in the same state?

If they signed for two leases, they are responsible for both.

I don't see why not. People and government entities wanting to know your "principal residence" will force you to choose one address as your principal address, but you can be a signer to as many leases as landlords feel comfortable allowing.
