Legal Question in Real Estate Law in California

My question is can a Road Association in California block me from obtaining easements to newly formed legal parcels derived from 1 larger parcel . I recently subdivided my property from 1 into three separate parcels I only have an easement for 1 property. We have a road Association that States within its paperwork that it requires a majority vote by its members to admit new members into the road association. This clause within the original Agreement is to limit the subdividing of the properties and overburdening of the easement. The parcels are legal 40 acre pieces and are based on Certificate of Compliance documents filed with the county.

There is no way to answer your question without looking at the association documents and the title records of your easement.
