As you could have found out immediately by using a search engine such as Google and then reading the opinion, it is a decision of the U.S. District Court for the Northern District of California. The district court is a trial-level court situated within (and below) the Ninth Circuit. The decisioh is not binding on any other court, although it might have persuasive value if cited.
