Legal Question in Sexual Harassment in California

I own a business and the health inspector solicited my wife for a hug. She gave him one and he would not let her go. The act was captured on the restaurant security camera. Should I consider taking legal action?

"you" have grounds for a complaint to his employer. She has grounds for a complaint to his employer, and grounds for suit against her employer [you] for it occurring at her work. However, a one time offense like this is of little to no financial value to her in either option, even if she wasn't married to the boss. If there were a pattern of serious offense un-remedied after complaint, it would be different.
