Legal Question in Sexual Harassment in California

Harassing text messages

I have a friend who is receiving harassing text messages from a known sender. Things like ''Tell me you love me.'' These messages are unwanted and are getting out of control. Is this against the law? And if so, what actions can we take to resolve this matter.
