2 people have life estate one chooses not to live in the home and the other resides on the property what righs does the person have that chooses not to live there or pay for the home expenses

The life estate does not give any rights to either person, other than the right to live in the home for as long as the grant provides. Generally, if the person not living in the home relinquishes the life estate, they are no longer responsible for paying the expenses. However, for a more definitive answer, you should have a lawyer review the granting document.
