In CA can a wife cash out her husbands bank account and car upon his death without her name on either

If the the funds in the account and the vehicle are community property, and total value of the assets in his name only is $150,000 or less, the surviving spouse may claim both with small estate affidavits. (Probate Code Section 13100) I believe the DMV has their own form for this.
