how to cash a treasury certificate from morgan guarnty trust

My friend has turned of age and has a certificate for $16000 from 1984 and matured in 2005. How does he go about aquiring this money?

If there is no relevant Court order putting in the certificate, then simply go to company with ID

Initial off the cuff response: Contact the issuer of the certificate.

More questions arise, however: Is this a certificate of deposit (cd) from a bank? Is this a promissory note?
