define Trust Administator

There is no appropriate person to appoint as Trustee of my Trust.

Could I hire a Trust Administrator to fill that role?

Do Trustee and Trust Administrator do the same thing?

Alternatively, could I appoint, not a person, but a group or organization as Trustee? Such as:

Church or other not-for-profit entity?

There are professional fiduciaries who may act as your trustee, if your trust has the means to pay them. Institutions, such as banks, may also act as Trustee, but they usually require large estates, at least $3 million. As trustor, you have the power of appointment, so you can nominate other organizations, although I've never heard of anyone nominating the church or non-profit entities. They would be acting as your fiduciary, and they can decline to act, to save from potential liabilities, especially if they are not knowledgeable about trust administration.
