Legal Question in Wills and Trusts in California

How do I setting an insolvent estate with creditors? My mom passed away recently. Her house is in a trust and is currently being foreclosed upon. She has substantial credit card debt that exceeds the value of the house (minus mortgages). How do I communicate to her creditors and the IRS that her estate is insolvent?
