Legal Question in Workers Comp in California

I signed comp and release form back in April and followed up about month later to see how long it would be. Lady handling case said I should see check by end of July. Thentold me my case would be turned over to new insurance company July 1st, but it shouldn't be a problem. I called August 7th to let them know still no check. She called me Monday August 10th to let me know new insurance company and telephone number and to call them, since it was no longer their case. I did, and the new carrier has had my papers for a month now, and when I asked about my case, she said the first carrier...even though they had signed it in May...had never sent it to the judge!!! This is in California. Is that ok? To have it sit on their desk for 2 months before handing over to new carrier, and not putting my file as priority, since I had signed.

There is nothing in the California Labor Code requiring an adjuster to act timely or professionally. They have hundreds and hundreds of claims, and the ones with people screaming in the Emergency Room get all the attention, and the ones who have no lawyers go to the bottom of the 'triage' pile.
