My sister inlaw has workers comp life time medical from calif but no washington will take it why not

Doctors licensed outside California are not familiar with how to collect from California insurance adjusters. The elected officials in California made collecting for treatment all by impossible: the doctor must be on the insurer's Medical Provider Network, then the doctor must ask for any treatment using TWO forms -- the RFA plus the PR2 -- then the treatment gets denied by hacks out-of-state paid to deny all treatment, then the doctor does not get the okay to treat unless an IMR at Maximus, a nameless, faceless 'physician' (we suspect strongly it's a secretary) authorizes the treatment denied by the out-of-state hack... and 90% of the Maximus 'doctors' denied all treatment requests. SO ANYBODY WHO LEAVES THE STATE WITHOUT GETTING CASH FOR TREATMENT RIGHTS walked away from their treatment for nothing.
