Child citizen act of 2000

I am a us citizen and want my son to have his us certificate of citizenship before he turns 18.He was born in canada and we live in canada.It may take 3 years to get and he turns 18 in july 08.He is in college and plans to work in the us after he grads in 09.We applied for a us passport but need a I-551 stamp.Any advise would be great.
