do you have to tip waiter or waitress

a friend of mine went to a restaurant (bar type)..had drinks and eats...the bill came to about $140.00..the waitress was very bad...when the bill came they added(i think) 15% to the bill for a tip...my friend talked to the manager and told him she was not good and offered to pay the bill and add 7%...the manager took it and he left...a couple of weeks later he came back in (with a lady friend) they sat down ordered...then that same manager came over to him...infront of the whole restaurant...told him he had to leave..or he would call the police...my friend said let's do i would like to see what they say...the police said he could ask him to leave...my friend was not drunk or was not rude or loud...he was very embarrassed when told infront of all the people in the restaurant...that he would have to leave....1st...can they make you tip a bad waiter or waitress...and 2nd is there anything he can doto the manager or the restaurant

I know of no legal requirement that one must tip wait staff. As for doing anything, the best thing your friend can do is to never spent another cent in that restaurant and encourage anyone he can to do the same. Chances are, if they treated your friend this way, they have or will treat others like this too. Sooner or later, what comes around goes around.
