What is tort liability based on?

That's a broad question, without any context.

In general, it is based on the proposition that if you negligently or intentionally cause someone else harm, you should pay damages for the harm you caused.

As societies grew, most of them decided it was better to have some type of system to resolve such disputes than to allow people to take matters into their own hands.

Liability could be based on common law, statutes, regulations, industry standards, etc.
