Can a plea bargain be given to someone considered at large?

Assuming that by "at large" you mean that there is an arrest warrant for a person then most likely that person will not be given a plea agreement. Generally, the prosecution and/or Court will require the person to turn themselve in and get a court day prior to discussing the case. However, the prosecution could discuss the case prior, but in my experience they have not been willing to do so.
