failed a sobriety test, but never

submitted to a breath or blood test,

I was under the assumtion that in colorado you just loose your license for a year, because there is no evidence to convict you. Is that true?

No, they can prosecute you on the officer's opinion alone. You should seriously consider taking it to trial. You should consult with a DUI defense attorney.

It is true that you lose your license, but one year is the MINIMUM time you lose it for. That year is tacked on (added to) any other license revocation period that comes out of the criminal case.

There remains plenty of evidence to convict you, unless there is good reason to suppress that evidence. For example, the cop will testify you were falling-down drunk, stinking of booze, and driving like a chimp on banana juice.

You might consider getting a lawyer.
