16 year old co-worker afraid to press sexual harassment charges

I havea co-worker who is 16 yrs. old. Our manager sexually harassed her and then wrote her up when she got upset. She thinks that she can't do anything, since she is still considered a minor. What can she do and who could help her?

On the contrary! The fact that she is a minor gives rise to some extremely serious charges - both criminal and civil. She needs to file a written complaint and then consult with an attorney immediately.
