Legal Question in Criminal Law in Connecticut

On 5/5/2016, I was traveling so. on rte8 CT near exit 40 Thomaston,CT I caught a bad fog bank and wrecked. I am 65 with no previous tickets and a fewe minutes after my crash a trooper speeded up and started swearing at me and telling me how he has me and I'll never drive again.etc. I had amputated toes, foot, ankle tibia and a number of small bones. Afew minutes after I stopped a trooper sped up screaming at me at the top of his lungs telling me he got me now and I will never drive again.. considering there was a large fog bank at the time 7:40am and I was driving as safely as possible howeverI without seeing hit a construction hole which in the shock tore off my toes, foot, ankle,tibia etc and I was bleeding very strongly..Ironically the very strange trooper just stayed in front of my van for 1 hr and 10 min. with out calling accident in and just joked how lucky I would be if I could live to Yale. I was bleeding to death and the trooper was only a 2 minute ride from the ambulance station. I am a single dad and my daughter has Progressive M.S.. All I could think about is what will she do if I die since this trooper obviously had no interest wether I lived or died.On my 21 birthday my mom got me a special watch that I where everyday. I left my home at 7:30 to pick up my daughters MS medicine which I have been doing for 67 trips so I am quite clear of the time. Around9am I began to get very week at loosing so much blood and when I made eye contact with the trooper he just smiled.I prayed every minute I could live for my daughter but slowly started loosing hope. When I did receive a ticket from this trooper it looked and sounded like a child's paper. To save his ass if I died he put on ticket that accident was 9a:06am. and that the skys were clear. The Climatoligy lab in DC found that although the trooper put clear skys on the ticket. The infractions on the ticket are so rediculas and I am sure because in my condition he never thought I would live to contest it.DmV told me I was put on perminant suspension because to trooper thought I might be uncapable to operate a motor vehicle and this is with collaberation.
