H-1 Transfer without Pay Stubs

Sir,

I am used to read yoru articles in yoru website related to H1 stuff. I have one question in my mind. when someone has to transfer their h1 they need pay stubs and all other documents like I-797, passport copy with valid visa right...so once new employer submit all this document at that time

IS INS CHECK TO OUR PREVIOUS EMPLOYER OR DO THEY CONTACT TO OUR PREVIOUS EMPLOYER ?

WHAT IS THE PURPOSE OF PAY STUB ARE THEY GOING TO CHECK WITH IRS OR SOME OTHER LINKS OR IT IS JUST FOR VERIFICATION THAT WE HAVE VALID VISA AND PREVIOUS EMPLOYER IS PAYING US SOMETHING LIKE THAT ?

IF CANDIDATE DOES NOT HAVE CURRENT PAY STUB AND IF HE WANT TO TRANSFER IT TO SOMEONE THEN HOW IT WORKS ?

I HEARD THAT SOMEOF OUR INDIAN CONSULATANT MAKE FAKE PAY STUB FOR THEIR CONSULTANAT TO RUN PAY ROLL IS THAT RIGHT ? SO CAN WE SUBMIT THAT ONE TO OUR NEW EMPLOYER FOR H1 TRANSFER OR NOT ?

IS THERE ANY OTHER SOLUTION TO GET H1 TRANSFER ?

It is very; important for me to get to know all this. Can u please reply me with yoru convient time as early as possible.
