Legal Question in Landlord & Tenant Law in Connecticut

We rented a mobile home a few years back The tenant was responsible for the electric and the bill was in his name. when he moved out he owed the electric company. The electric co refuses to turn electric on in a different house we own, that also had been rented until recently and the tenants also paid their own electric.
