condominium owner rights

There was a community vote at my condo community and the condominum board provided ballots and return envelopes. The return address on that envelop was mine. I do not put my address on the outside of envelopes following an unfortunate incident at college. I removed my address from that return envelop.

The board disqualified and shredded my ballot for defacing the envelop. I followed all directions given. Nowhere in writing, not the voting instructions or the bylaws, is there any information of this practice. When I asked where I might find this information, they replied it was not in writing and they do not need to inform the residents of this practice in advance. How can I be held to a rule or practice I can have no knowledge of? What are my rights and recourses?

I am still perplexed that they have this "rule" that you can not "deface" an envelope but they have nothing in writing nor any notice procedures on the rule.

I would have to read the bylaws and any other documents that indicate procedures for challenging any of the association "rules" but the only remedy I can think of other than exhausting their own procedures is to sue them.
