Legal Question in Wills and Trusts in Connecticut

Executor passes while wife's will in Probate:

I have a couple of questions that I hope someone can assist. My mother passed away tragically roughly three years ago and my dad was the executor of the will. The will was initally submitted to probate and the probate process was intiated. I don't have all the details but most if not all my mom's accounts and benefits were left to my father but the probate proceeding were never finalized. A year or so after my mom passed, my father got very sick and passed away. I was the Executor of his estate and took upon myself the challenge of performing all the requirements to settle his estate and distribute and all funds to the beneficiaries of his estate. I recently got a letter in the mail from the town probate court informing all the siblings that my mothers estate was never finalized and wouldn't move forward until the successor was appointed, Since my dad was the executor and he no longer is alive. Well,I just found out about this and my uncle (Dad's Brother) is the successor to the executor of the estate. I need to call him and inform him of this and he can decline this or take on the task of finalizing the estate. The questions, I have are the following: What happens if he decl
