Is it legal for an employer not to pay their employees on time?

At my job, we get paid once a month and on the last business day of the month. On at least 3 separate occasions, my paycheck was not in my account when it was supposed to be and in fact I didn't get it until 3-4 days later. Since it happened again (on this long holiday weekend and I'm still waiting to be paid), I want to know: What is the rule regarding delayed payment by a company to its employees? Are there any legal actions I can take or do I have any rights in this matter? Please advise.

Have you made a written demand by E-mail/FAX with a CC: to your attorney-at-law? That would be the most effective.
